    <description>I've a working newsletter module (OpenCMS 7.5.0 and Newsletter 1.0.2). When i create a mail to send to a group i use images. When the mail is received in outlook i can press 'download images' to get the imaged viewed in my inbox. 

unfortunately the images are NOT loaded. 

I think the URL is wrong to load the images (OpenCMS did not translate):

I work on a large team, and we often work on common files in the cms, and I was wondering if there is a way to have the OpenCMS open a view-only version of the file for us to look at when the file is locked by someone else. Often times, we only want to view a file, but because it is locked, we cannot view the file. Please let me know if there is a way.

I got?an  java.net.URLDecoder.decode error at OpenCms 7.0

Then I update to 7.5.3.

But didn't solved it.

(And failed to upgrade using updater.)

Then I tried to change the source.

I noticed that URLDecoder works with only URLEncoder.

It is not suitable for decode data from web browser.
